There is a need to extend the Checklists plugin with API functionality to enable the following capabilities:

1. Read template content via the API:
This would allow templates to be processed automatically and reused in external systems or workflows outside of Redmine.

2. Create templates via the API:
This would simplify integration into existing workflows and significantly improve automation.

Such an enhancement would greatly increase the flexibility and usability of the plugin.
