Update Contact page layout to prioritize related issues

We would like to make more use of Contacts to access related issues for a particular Contact.

See attached mockups.

At the most basic, we would propose moving the list of Related Issues to the main column, and Notes to the sidebar.

Additionally, a link to a filtered view of issues related to this client (so the user can filter further as needed), that would be a great help.
