All plugins' permissions can be set in Administration -> Roles and permissions, however People plugin has its own permissions under Administration -> People, ACL settings tab:
On the left, you will see a table with permissions. You can view, edit and delete them. To add a new group or user, pick them from the list on the right, and add permissions, then click Add. You will notice changes in the table.
